Advertising your regional forum

How do you advertise your regional forum. If it is a general forum we can advertise or leave a link back in blogs and other forums. But if the forum is region specific how do you advertise and attract members?

I'd target your local region using ads/local ads on buses and such. Or even word ofmouth.

That is a good idea, i can advertise in local newspapers too. I am contacting Indian webmasters personally asking them to advertise their site in the forum. But it hasn't worked well yet.

Set up a submitting form. Site name, site url, site description. Users can enter info and submit.
