Do you have an affiliate section/table on your forum? Do you think affiliating with other sites have been helpful to yours?

I have one on the main site, but to be honest... it's more a badge of honour than a promotional activity. Affiliates are better for basically saying 'my site is great because this other popular site thinks so'.

No affiliate section, but I currently host a few friends' blogs. One of them is a blog about Chilean metal bands called Extreme Chilean Metal.

I guess it depends on the forum or website you're affiliating with. I've never really tried it.

Yes on all the forums I've owned I've done this. Whether it gets used or not is a different story.
