Alignment Issues With Quick Reply [vBulletin 4.x.x]

Okay so the alignments messed up, idk what 'caused it or how to fix it. I've ran repair to see if that could have 'caused the issue, I've disabled the advance quick reply. So it's quick reply in general I believe.

This has happened on all skins.

Okay forgot to add what I have tried.

We tried re-uploading templates

We tried to upgrade to recent version

Just don't know what could be the issue.
