So for my upcoming Avatar: The Last Airbender forum, I had the idea to make four groups for registered members (One for each element: fire, earth, water, air)

I'm trying to think of ways for each group to compete, without making this a roleplay forum.

I've seen this done before, but as you said, the groups never actually competed so much due to lack of members. Maybe you should decrease the number of groups in possible until you have enough members to fill them.

Are these publicly joinable?

You could always make forums for each other.

Yes, the user will select one upon registration and can change later.

They will have their own forums too.

I think it's best if you added this after u got some activity, minimum of 100 members or so.
