PR stands for PageRank, the higher your page rank the better your domain tends to rank and generally more value.

Can I get http://www.theotherforums.com/links/links.php added? It is a directory, similar to a topsite, that you have to add a link back to the directory, but it pretty much is required that you add the link back before getting your link added.

It is currently PR 0

It seems on most of them, they require a reciprocal link. That is fine. I insert the link code exactly as provided, yet their software cannot recognize the link and won't let me submit. This seems to happen on every directory using the PHP Link Directory software.

Am I alone on this?

Depends on what page you place the reciprocal link on. A good old trick is to make a blank page, called backlinks.html and just add the links there. People won't even notice it, but if you type in site.com/backlinks.html for your reciprocal links, thats all you'll need to do. No disturbing links on your front page etc.
