Depends on what page you place the reciprocal link on. A good old trick is to make a blank page, called backlinks.html and just add the links there. People won't even notice it, but if you type in site.com/backlinks.html for your reciprocal links, thats all you'll need to do. No disturbing links on your front page etc.

I tried just that and it still didn't work. I even tried submitting my link using Firefox and Chrome. I don't have a working copy of Internet Explorer to try it on. I don't know what else to try.
 
I have no idea if this has been mentioned before, but how about http://www.dmoz.org? It is one of the top and free directory and does not require a link to be added on your forum / website. :]

But it does take a while to get a website / forum listed.

If you are going to submit your site/forum to dmoz, make sure you only submit it once, that's the rule. If you submit it more than one time, it's subject for rejection...

Just a fair warning to those wishing to use dmoz...
 
Not sure if this is valid here but OC has a tree directory and classifieds, i have no clue how long it will be up - but it seems to be a good idea.

I would check each of these links and update if necessary. I'm doing this now for my blog, and I've noticed that some you have to be registered for to submit a link which is ok, some you have to pay money to submit your link (not ok if you don't have the $$, and some links are dead, and a couple weren't even directories at all. So please review and add/subtract/change as needed.

No. What if a potentially active and helpful member found your site through a PR 0 link? Your views towards that PR 0 link would drastically change.

Search Engines use directories to find sites to crawl.

The most important one to submit to is DMOZ, the open directory project, google uses this to find sites to crawl.
