Jefferson Parish banned saggy pants a few years ago since it was deemed as related to gang activity. Despite the fact I live in the parish next to it, I have no idea if gang violence went down there.
 
It's nothing more than a stupid fashion fad that I don't exactly like but people can wear their clothes as they like, whether that's showing their underwear or not. It is not, at least in the UK, really relating to gang/crime culture. Chavs and criminals tend to wear their trousers lower than most but I expect that's because of where the tradition come from.

Sagging originated in prisons when prisoners wore their trousers low to signal that they wanted anal sex, as I am aware. This passed down and now all these "cool" guys wear it without knowing how it originated. Humorous perhaps but also very odd.

Banning it is like banning baggy clothes 'cuz gangstaz wear it. Take a deep breath and get over it.
