On my forum, I have a Stickied thread of "Admin updates & New Features" where I post the changes. However, I have noticed not everybody reads it. Admins can only do their part, it's up to the members to keep up to date.
I do think it's vital to be transparent of what's going on.
 
I always announce any changes I make to my websites, to keep members and guests informed on any change. This way they're not caught off guard with the changes, and to describe the changes if there's a new feature added to my sites.
 
If any big changes happen I usually either make a sticky thread or message them globally.
 
I have a news & announcements forum on my forum that me and my staff use to post any important stuff.
 
I do not see any need for an announcement on your blog because it will be self-evident. An announcement will be helpful on forums only when it has a lot opf active users
 
I don't really post much news other than if there is a big announcement with so many big changes or news that I need to send off. But who does read them 😛 most people do not read anyway
 
Whenever I make changes on my forum, I always ensure I announce it not only in the announcements forum but also as an alert on the forum if needed as well to ensure that all users are aware of the changes that have been made.

This so far has allowed members to keep up to date with changes and cause less confusion.

How do you create an Alert? I don't know of Proboards has that option but I like that idea.

I use Xenforo and we have that option within the Admin CP on Xenforo to send mass alerts to users through there. It does help a lot especially to get announcements through and to ensure everyone is up to date.
 
When I had a forum I had an announcements forum where I described the changes that were made and why they were made. I didn't initially but members would ask so I included it.

For my current blog, I'll likely only post about major changes to the site that would require explanation.

This is pretty good. It is wrong for anyone to assume that the members will know the plans that they are planning to make. So, letting it go public will make all know about such changes.
 
I used to have a board on my site specifically tailored towards news and announcements for the site. I used to have every announcement be a topic of its own, though in my last run of managing a forum, I would put smaller announcements in the monthly newsletter I would type up, in addition to the larger ones that probably already received their own topic. Admittedly, I do prefer the style of having big announcements in a thread of their own and utilizing a thread specifically geared towards smaller changes, and if I were to run a site again in the future, that's probably how I'd do it.

Regardless, I find it important to keep members informed about what's going on with the site, no matter how big or small it might be.
