Any Thoughts on The Pilantican Forums

Get a domain, subdomain if you have to. Real hosting, so in future incase of anything you can get a database. The black font and the blue background doesn't seem like a good combination. Viewers can't read the text properly if the colors don't stand out.
You need a better banner it seems very simple and plain. Try using different fonts and a different color combination. Also the side bar is very awkward in browsing your forums.

Straight out, that theme is horrible. Please, please change it, it would do you so much good. It's like, one colour with text that is awkward on the eyes to read because of the colour.
I think say you should request a banner on here or something, it could help a lot.
I would also say About Us shouldn't be a forum, make a page or something i'm not sure, or post above forums maybe with mainly what it's about.
Also, seeing two forums "About Us" and "Global Announcements" down the middle doesn't give the best look. Without reading your post i honestly would have ignored the left hand bar of forums if i were too simply stumble upon your site.
Now, i see you do have a thing above them forums, which is basically an About You, so no need for that other forum there.
Also, just re stating the above. A tld domain would do wonders for you and paid hosting, or even free and install software yourself, but that's up to you.
That's all i can think of for now, enjoy.
Oh one more thing, i can't determine what your board is about, it looks like a general forum, but then you have a general category separate. Try make it more clear on first impression what your forum is about.

Removed the sidebar and banner, unhid the categories, and changed colors.
The banner will be up soon. In the meantime, the colors can be commented on.

I actually like the theme, it's easy on the eye and user-friendly. I agree with the comments regarding getting a domain name.
I also agree regarding the comment on your About forum. You could merge it with your Announcements forum.
Is it possible to link the site name, in your forum header, to your forum home page? I always expect to be able to return to the home page by clicking there.

Modified it even more to include the following:
A Custom Clickable Banner (goes directly to the index).
Clickable Menu Buttons at the top of the banner.
Adfree for the Month of October (don't mind the 468x60 text ads, those are going to be used to help keep the google ads off).
800px Fixed Width.
Forum Navigation in its own box.
Affiliates box at the bottom of the forum.
Categories Clickable, so it shows the boards in just that category.
PM Bar, with Most Recent Posts and Topics, and Last Visited.
