It can be done by some tools

Very more tools for creating this and you can search them via search engines.

The quality is a bit blurred, and the white background is still visible. Any chance this could be improved on? See below for comparison:

I can fix the Quality of the Bigger one,

but the background is transparent there is no way the white background is still showing 🙂

If you preview a post while viewing the .gif, you should be able to see some white outline. Here's a screenshot:
