There's no way to avoid it. The servers are overloaded and thousands downloading at the same time will put strain on the data center.
Then you have multiple around the world. Multiple in the US, multiple in Europe and Apple connects you to a server nearest to you and one which isn't overloaded.
The main issue is they have a good network that easily copes well all year around but have a massive spike each year when an iOS update is out. More datacenters and servers are not really an answer as for the other 364 days of the year, they are not needed when the usage is normal or at a level the current infrastructure can handle. That means either they run alot more servers in the datacenters than they need all year round or have equipment sitting idle all year until it is needed next year.
If you want something straight after launch, you should expect it to take longer or have some issues. Same as if you want a new game on launch day, you should expect shops to sell out pretty fast. In my opinion these are things you have to accept if you insist on being one of the first to get their hands on the latest stuff.
