I am trying to figure out how to make that same effect behind the text.

Looks like a wind filter with a gradient overlay. I know you can rotate the image and then keep applying wind from the left / repeating process to make something similar.

Yeah i figured it was a wind filter but what was this filter used on to make that effect?

Nevermind I figured it out. They used the wind filter on their fat text to make it look like that. 😉
