Are account verification notices important?

It is definitely important; most users might not even realize they had to activate the account, and leave when they notice they cannot do to much on the forum.

They are important, I often sign up to websites without knowing that I had to activate my account until I tried performing an action, at which point I had already signed out of my email which caused an inconvenience.

If you are talking about a custom notice, which it appears to be in the image, then it is a nice touch to have and makes it more personal to the community but isn't essential.

I think the personalization is a nice touch as normally most people have their forum software's default message.

Yeah! This is the important thing from the security prospect, It will ensure that the account you're registering is associated to that email id. Plus there would be less chance of spamming
