File a 709 file form to the IRS on the money, see a finance councilor at my bank, Put most of it in savings, and visit an investment firm.

A 709 File Form in the US just means that the million dollars was gifted to me and info based on the person that gave it to me.
Good to know...

*Writes down for later*

But, if i gave you that money and you there wasn't an audited by the IRS what would you do?

Like if you just gave me a duffle bag full of cash that I could hide in my basement like Breaking Bad?

I'd swear my girlfriend to secrecy to avoid a search and seizure. I couldn't use that money to buy a brand new house or a vehicle. Heavy spending like that will get reported to the IRS. For example, if I take 10,000 USD cash, the seller will take the money but they'll have to report to the IRS. Anything over 10k at any dealership in the US notifies the IRS.

I could however use the money to buy basic things like groceries, new television sets, computers, video game consoles, home renovations, family shopping, vacations, car repairs, a lawnmower, new furniture, or whatever I can think of that I want.
