Log into your ACP, and click on the members tab. Click manage user groups, then the group, and then the 'Global' tab. Towards the bottom is a field 'Per Post Upload Limit', which you can set to unlimited or any value in kilobytes.
Right underneath that text box is a sentence which shows the actual limit imposed by your server, which may need to be changed as well.
"Note that the maximum size of one single file upload is controlled by the PHP configuration on your server. This can be changed by your webhost. The current limit is: 64M"
Good, it should only take a minute or two to change then.
After logging in to your root account, click 'Service Configuration' in the top right corner. Then click 'PHP Configuration Editor', and then 'Switch to Advanced Mode'.
Now, browse down to 'upload_max_filesize', maybe 1/3 down the page. This value should be set to 64m, so change it to whichever value you need, and then go all the way down and click save.
It may take a few minutes to take effect, and if it doesn't try rebooting your http service.
I have sent a ticket to hostgator for them to change it. It showed me the php settings but didn't allow me to click and edit anything, nor did it show advanced mode.
They already fixed it for me
Their response
"Hello,
I've created a custom php.ini configuration file and have placed it in the root directory of your account 'chrisg20' and have increased the upload_max_filesize limit to 200mb as requested.
