I would hate to be put in that situation. There was a huge flood in my hometown in 2017. The good news is my place was high up on a hill in the neighborhood and our home was sparred. The bad news is a lot of other people lost everything they owned.
I guess what didn't help in this situation is that the Mayor didn't declare a state of emergency until just after 11pm so if they had done that earlier a lot more help and support would have been put in place.
Normal everywhere when anything bad comes like floods, we see that in all stores. The police can't always do anything about it. Stores end up having to throw all things away and stock new things.
