Avatars disabled

Somehow it won't let ANYONE on my forum upload an avatar. It says the functionality is disabled. It won't even let me, the owner, upload one. HOw do i change this?
 
ACP ---> Avatar Settings ---> Set "Enable Avatars" to yes along with any other options you wish. The submit and that should sort it.
 
That's what i did before. And it wouldn't work... hmm, must not have clicked it or something...
