B4PSAds - Adsense (and Adbrite) Alternative

I was searching on the internet for another alternative to adsense since adbrite completely shut down and I came upon 'B4PSAds'.

Looks like it could be a good alternative. But my question is if it is free for advertisers or if they have to pay. I did not see anywhere that it said it was free or if advertisers had to pay.

I'd assume you have to pay. I just read this,
