Guys like these are all over. We had a contractor in my county who did shoddy work and then fled when too many people starting going after him legally. It happens and I don't know if anyone ever recoups their money. Beware of fast talkers.

We had a guy working in our parts department that told absurd success stories to make himself look good. He was from Alaska. Said he left the marines to pursue another career and he said his wife was cheating on him so he left the house and everything he owned to her. He was a real smooth talker. He said he wanted his wife to have everything and that was a huge lie. Not that he was obligated to tell the truth about his personal life.

He came off like he knew what he was doing when he got the job. He really sold it. He had me sold for a little while and then I thought wait a minute, he's not as smart as he pretends to be once I started noticing these little things about him that were quickly adding up.

As far as his story went, it turns out he was dishonorably discharged from the military and he got shafted by his wife's lawyer due to his weak work ethnic because he was unemployed and couldn't afford to get his own attorney to fight for his half in the divorce.

What he wasn't lying about was that he had a cousin that lived here in Missouri so he moved in with them for a little while until they kicked him out. He had met a woman on Plenty of Fish and she was moving into town, so he slept in our parking lot for his first week until she moved and got settled.

He wasn't learning how things worked in the parts department after a month, he was screwing up a lot and lying about it, he tried to argue his way out of doing things, and he liked to play childish games. He'd been with us for about a month and a couple of weeks before he got the axe.
 
Always look up a contractor with the state licensing dept. If you have to call someone, DO IT. Buyers beware. I'd never give anyone anything up front unless it was by credit card. The credit card gives you protection.
