Ban or not to ban, that is the question

Alright, I have a 10 year old on my forum (followed COPPA). They keep PM'img members (especially me) with stuff such as:

not to be rude or trying to break the rules at all but my sister can't log onto her account, and she was wondering why?

You mean the account that posted in the PM topic, right?

Right now she lives with me but she's lived all over the country because the milatary bases everywhere

That's weird, because in the PM topic, she, if she does exist, said that you lived 2 hours away. And she had the same IP.

She was visiting us at the time but then she decided to stay here

I didn't even understand what the kid was saying. Just talk to him and try to straighten it out, and if it gets to be too much trouble, then you could probably ban him.

Constant pms to members are a no no.

I would also suggest a pm ban maybew for a week to start with then once the priviledge is given back if it happens again then pm ban for two weeks and so on.

Warn him and if he keeps doing it then ban is the only option unless you are able to disable his PMing option.

I'd say warning and\or 24h ban. Tell the person that if they continue then they may face a permanent ban. State that there is proof that what they're saying is lies, considering it's pretty obvious.

Topic should be locked. The person has been perma-banned.

But there is a forum rule:

The administrator is cityStatic. Do not PM him with non website/forum related questions...if this is not followed clearly then it will result in a 1 week ban of your account

This person did it many times.
