How long has he been a member? If he just registered a bit ago I'd say a permanent ban. If he has been around a while then a three day ban should do it. Still, if they break a rule which clearly wasn't a blunder on their first day of membership, or even as their first post, they probably won't ever be constructive. Still, if it was a blunder or misconception about the rules I wouldn't mind forgiving them.
