If you were staff on a forum and another staffer banned someone, then that banned person comes to you and demands an (another) explanation or tries to appeal the ban, do you try to help them or do you refer them back to the staffer who is handling the situation?

It depends on the person really. If I don't know anything about the person, I'll refer them. If I know what's going on, I'll deal with them myself.

But if another staff member has the situation covered properly, why would you step in? Lets say you decide to overturn the ban or shorten it, dont you think that would cause friction between you and the other staff member who already handled the situation?

Well I don't necessarily mean I'll do anything about the ban, but I'll talk to the person myself.

Talk to the other staff member to hear both sides of the story

Well, there's two sides to every story. I guess it's only fair to look at both sides. After all, nobody is perfect, including Mods/Admins, so it's always possible that they made a mistake or error in judgment.

So yes, I'd listen to an appeal, but obviously wouldn't overturn a decision without good reason.

Same here. We give a reason in the little box when we ban someone so they see why when they try to access. But if they want to discuss it with me I'm open to it. Chances are though that it won't be appealed, because we are pretty generous in the first place. You have to try pretty hard to get banned.

The admin should intervene if they feel a moderator has stepped in too quick or made an incorrect judgment of the situation, thus leading to a harsher punishment than expected.

If I wasn't the admin, and just another staff, I would refer them to the admin, which would make the final decision. I couldn't speak for the whole forum, so the onus should not be put on me to make a decision.
