Banning motorbikes to solve traffic

In the news yesterday is the plan of Vietnam to ban the motorcycles on the roads of Hanoi. The government’s reason is to ease the traffic and also to lessen the pollution. But proponents of the ban agree that the transport system has to be improved in order to serve the 5 million users of motorbikes. Contrary to that, Metro Manila is also experiencing heavy traffic due to the big number of vehicles and the government is encouraging the public to turn to motorcycles for transportation. Now, which is which?

...motorcycles contribute far less to both traffic and pollution compared to other motor vehicles. That seems quite a ridiculous reason.
