I want to start a new DBZ Forum but I need to know what is a good free Forum host. Anyone have ideas?

It will help, but its impossible to keep all spammers out.
Just to recommend. Don't use Forumotion or FreeForums.org they both are extremely slow and don't provide all of the benefits of a phpBB3 forum. Try using Zetaboards and getting a cool custom theme and some good mods. But make sure you either have a .co.cc domain for it or a regular domain. Zetaboards gives you extremely long subdomains.

I say Zetaboards. It looks nice, is fast, and it is very customizable.

For cPanel hosting, I was with http://www.365-hosting.net for a while. It's better off to host your own forum rather than get a remote host.
