Best FREE or CHEAP Support Ticket Software

What's the best FREE or CHEAP Support Ticket Software? I am in need of this and have looked around and none of the ones I've tried work the way I want them too.

Please don't suggest TheHostingTool. I've tried it and I noticed quite a few bugs. I would rather do accounts manually than use that thing.

Nope but I might try it out. Does it support master resellers? Does it support Free, Post to Host and Paid? Does it support moderation before the account is approved?

Tried WHMCS? its $15.95 Monthly for a leased license. Unless you can find it cheaper else where rather then whmcs.com them selfs.
