Now, I don't use said sites. I don't run any said sites and I don't recommend anyone set up any such type of website. But you have to admit, legally/morally questionable free stuff is a big draw to people on the internet. I don't think I've actually ever seen such a site 'fail' in terms of not getting activity.
It's just that anyone stupid enough to try it usually ends up getting either their site/hosting shut down, sued or thrown in prison.

I think there is not a bullet-proof answer to this. I think the speed to get the users depends more the effort than the niche.
