What is the best way to promote a Free Hosting, Post2Host, and Premium Hosting site that is new? I just cannot get members..

Get a good reputation and people will be more inclined into hosting with you.
Provide unique and useful additions to your hosting.
Fast hosting is essential (at least 99.9% uptime; or 2 hours of downtime per year).
You won't be getting a heap of users in the first year. Hosting is one of the longest to get going, but eventually, you may get good reviews which helps.
Paid advertising on webmaster forums as it's them who needs hosting.

Also, if you want people to visit your link (via the image in sig), make it clickable to your site. This way if you do find an interested customer they can click your signature image and land on your website. Good luck.
