Making posts before opening a forum is essential. I made over 50 posts on mine before opening it. It will just get new members accommodate while posting in existing discussions 🙂.

Joining an empty forum just looks boring and most people just leave it.

No it won't. It's going to be hard to get any one there with an empty board, it's hard enough with a full one. And he's right, empty forums will run people off before they even have a chance to look around cause there's nothing to look at.

Don't ever leave a forum empty with 0 posts. You will not look desperate by posting. Most members don't care who has made the topics that they're replying to, as long as there are topics to reply to. Also, if you make a fair few posts, it means you're taking your forum seriously. An active Admin is the first step to an active forum.
