I think you misread it. What I meant was that most promotion sites are just for forums rather than anything else.

I agree, most are just for forums. I think the reason why there are so many is because people think it's an easy/fast way to get a lot of people. Well, it kindof has this bubble effect. You may get a bunch at first but it dies off. It's very hard work. The admins typically close them after a month and that's it.
