Bubble Ads - But more epic

Okay, the bubble ads here at FP are pretty amazing.

How could I do this on a website? It would be a full page with text links scattered randomly. The links are in randomized positions, random colors and random sizes. The page would be different each time you load it.

Any idea how this could be done?

How could I get a tag cloud script to work without having it link to something to find tags on? (like an article, etc.)
