Bulletin boards

I always have this dilemma - Where to place the bulletin board or the forum for important board related announcements?

Should it be kept at the top of the forum root - implying the importance of reading through all the announcements that are posted or should it be kept at the bottom so that visitors are directed more to the content of the forum than the forum itself?

In my opinion, definitely at the top. Since there is important news, updates, events, and often rules/guidelines posted in there it should be at the top.

Yes bulletin board should always be kept at the top of any website. It helps browsers to view news and information once the open your webpage.

I've tried both ways, and found that when it was at the bottom of the forum sometimes news was overlooked and it didn't drastically increase the activity of the main content boards.

I've tried it both ways, and like what @Cierra mentioned, news gets easily overlooked if it's at the bottom. For my forum it actually did increase activity in the very top boards, but not too much. Having them at the top gives new members a place to look and get to know everything, having them scroll through countless boards just to look up the rules isn't going to attract anyone. 😛

Put it at the top, because that is usually the first place someone's sees when you log in. It's professional to put it at the top because that is the most important thing and not many people like scrolling down to the bottom, just to read news. I don't know if it increases activity it being at the top, but more people will definitely read it though. Having a bulletin board at the bottom is like having a promotion forum, with the off topic section at the top of the forum.
