How do you allow bumping and do you have anything put in place to stop the bumping before that time? I use Anti Double Posts and an error comes up rather than just putting the message under the last post that user has made.
 
It depends on what forum you have. For some genres, there is no reason to have a bump rule or some post merger. For others, it would be essential.
 
Why on some forums would there be no reason for a bump rule? Are you saying they allow users to post to their topic after their last reply every second?

Why would mature people be replying to their topic every second? Doesn't seem logical, and if they are immature, simply warn/ban them. There's no reason to impose a ban rule if the forum can maintain a sense of maturity; I think from memory Fergal's business forum doesn't have a bumping rule (example); you are able to double post, but people are mature in their replies and know that there's no use in replying every second; you'll be banned for simply spamming the forum.

Some forums can't have a bump rule, eg. technical support forums such as IPB Support Forums. I am asking a question, and I have a recent development in the issue, and the edit button is gone, and if there is a 24 hour bumping rule, then I have to wait 24 hours before I can tell people that there is a new development in the issue ??? Sounds absurd. And people are spending time solving one issue when there is a new development in it, so that would be a lose-lose situation for everyone. Even if you ask moderators to edit your post, those trying to solve the issue won't know that the post has been edited if they are determined to help you. There's just no progression.

Also, as forums get bigger and bigger, double posts are not an issue. People will avoid those topics and reply to others, making that topic lower down in the order, and if they should bump it up again, well, before they know it, their topic is back down again, and if this continues, stop the issue by removing the topic or member.

You should probably have some faith in your members before imposing such rules; not every forum is filled with immature people as described by your example. FP has it because it needs it; it is here to advertise, so of course people will want/need their topic at the top, so impose a bumping rule to ensure fairness.

I agree with your points but see that a forum should always have some sort of thing for bumping.

Yes. I think bumping and spamming sort of hand in hand. You sort of need to ask the question, 'are they genuinely contributing to the forum?' and work from there.
 
I have to admit... the "no-bumping" rule on my forum kept changing until I'm happy with the rule to not bump old threads that have been inactive for over six months. When anyone attempts to make a post seconds after their first one, the two of them get merged together thanks to this handy post-merging function ZetaBoard has.
 
I allow bumps every 48 hours in the advertising section of my business forum and it works out quite well. We also have a requirement that members make at least one post in the non-advertising sections, on the day they bump their ad. It works quite well for us.
 
I like how Digitalpoint does the bumping. In the marketplace, regular members are allowed one bump every 30 days. Now, that would be impossible to enforce if it was just moderators watching it, but the owner of the site created a plugin that automates it. I really admire those automated solutions that make things fair for everyone.
 
Most of the people at my forum don't have a reason to bump a topic. Discussion is generally very fluid and there isn't anything related to promotion or services where they might have to wait to be served.
