How are you able to transfer it to someone's paypal account but not pay for the domain?
I have the funds in my PP account, just not a Credit Card.

You can add funds to a namecheap account without a credit card. I suggest you do that.
I'm using GoDaddy as the domain is about $2 cheaper there.
Use NEWSNAMECHEAP and you can get a .com/.net/.org/.biz for $7.99
You can pay via PayPal account on Godaddy though...
The domain I want is $1.19.

Not using PP Balance.
@ Chris - You have to have a credit card verified on paypal in order to order one at godaddy.
Send me the money up front and I will buy you're domain.
