This is probably old news, but some may not know. Google doesn't like it when people buy backinks to gain an SEO advantage. I'm not sure though how other engines view the bought links situation. Anyhow, some exceptions come with the Google penalty. For instance, high quality directory backlinks are not penalized.
 
Forget about buying links to boost SEO. Google is clever at understanding whether the backlink is genuine or artificial. Backlinks work only when they are coming from related site/content and the site is ranked higher than yours.

Nothing that I know of. Well, there is guest posting touted as a good thing by SEO gurus like Neil Patel, but, of course, you can't expect money to be involved in the obtaining of these posts.
 
Buying links I know is frowned upon and I believe falls under the category of Black Hat SEO which almost all search engines do not allow.

I don't believe much has changed since 2016 and would not recommend anyone does this to boost backlinks.

Guest posting is fine because it isn’t considering buying a link. You’re essentially writing content for someone on a blog or a website and including your link inside the context of the post. Which is actually a good way to build a backlink.
 
Buying backlinks don't work. You might get a temporary boost, if those sites are on quality sites, but if the links aren't permanent it won't help with SEO. Purchasing links on sites related to your niche might be a good idea, if you can get the links permanently.
 
Well, actually, the market is always going to be biased for big money anyway. For instance, even if you're not into buying links, you can buy content and there's no taboo on that. Well, you couldn't enforce that anyhow.
