Buying Xenforo or IPB

Honestly you should get an IPB and XenForo demo and play around with them, they are both amazing and it's down to personal preference.

No, he's looking for a license. Neither of these softwares are free, they are commercial, Paid software. He is asking for someone to sell him a license they own.
