Can an ordinary forum make money?

I highly disagree. Websites that are at least decently designed and with a lot of advertising will probably make money. That's a fact. But obviously, I and you don't have access to the cash to support that type of publicity. That's why our projects are a joke.

Finally, I would add that when SEO was easier (around 2011) I even made 300 to 500 a month (I think, something around there) from employment websites and that was without paid SEO, nor a tremendous amount of effort, other than some link exchanges on DigitalPoint.

I stand by these statements. In fact, as was said and hinted at, earning your own capital and/or convincing people to partner with you (the 2nd thing being tremendously difficult) is the only way to make money with a forum, blog or whatever (generally speaking), aside from getting a loan (another tough challenge).

I agree with you. Based on the experience of our blog, it was earning $100 every 2 years, that's the minimum withdrawal. But the blog is an ordinary blog and our promotion was not relentless, just once in a while emailing - that was the time when social media was not yet this popular. That's why I am planning of a blog and/or forum when I retire from my job because I think Adsense is a good way of earning provided you do a continuous promotion of your site.
 
I ran a forum for years that was very active. With Adsense, I made beer money. It was a hobby, so no big deal and it more than paid my hosting costs.
