Well, I'm no expert, but from a purely user point of view, your forum lacks personality. Now, my forum doesn't have a logo or anything, but your forum lacks any distinguishing feature. There is nothing that your guests will remember you by. No logo or cool name that stands out at first glance.
Second, your forum needs a new theme. Your using of the basic theme, or one that looks so close to it, is going to drive users right back away.
Third, looking at your forums, I can safely say that any forum I go to will have those same subboards, so what makes your site so special? What is going to make me want to stay? Also, on the few forums that do have descriptions, they are bland and weakly worded. Put a bit of humor and wit into your forum descriptions.
Most importantly (well, behind the layout and logo thing), give the people who visit your forum something that they can only find there. Whether it's a subject point, a service, or something that will make them say 'wow, I've got to check that out.'
Okay, I think the layout can stay now (we'll have to see what someone else says if they review), but the rest of the stuff still needs to happen. I'll keep an eye on the topic whenever I stop in here at FP, and if you post saying you've changed it I'll reevaluate if you want.
To recap:
-You need a logo, something people will remember you by. Chat Zone isn't rememberable enough of a name to stand on its own, IMO.
-Make forum descriptions. See my previous post for my tips on this.
-For your forums, the layout is a bit blah. Try condensing the Sports and Movies into a TV category or something similar, change books to a general purpose lit forum that will let people talk about their favorite works as well as post their own. Do the same by making the graphics into a more general art sounding forum. This will both serve to condense your forums (you have a lot of forums with no posts) and to give your potential members something to appease them.
-Post a few interesting things that people will want to talk about. Did you know earlier in the year a kid was arrested for assaulting his mom with a Taco? That's something I'd consider dropping a few minutes to register so I can talk about. This goes towards giving your guests something that your forum can offer that no one else can.
