Promotion needs a few hundred a month, at least. However, some are disabled, some might have silly fantasies they can make money online (writing in forums, blogs) even though they live in the US, UK, Australia, and finally, others want offline jobs (to fund projects) but their locations are terrible (or is it an excuse?).

A promotional campaign definitely needs a budget unless you will be doing the marketing by yourself. It's the freelancers that can help on this. You can hire a virtual assistant to write the promotional items and do the posting or you can write the blurbs and let a freelancer post it for you on a regular basis.
