I think chatboxes worked on Roleplaying forums but these days I think they're a bit outdated. On any other forum they'll take away activity, and on roleplaying forums most use Discord instead of a chatbox.
I think so too. All the general banter and community discussions will all float into the shout box. It's like having a full blown discord on your community. Which I don't think is beneficial at all. It may work for some forums, but I don't see the point of having one at all. You lose daily activity and the community foundation on the forum itself. If users are chatting more on the shoutbox instead of the main forum itself, it is highly likely that they won't post on the main forum whatsoever. While they're convenient for quick fired chit-chat. I personally feel like they take away the entire purpose of a forum.
