Q1: you have technical skills to run server (control panel, ssh access, FTP, database management, domain, ssl, email)?
A1: No ——-> choose cloud software (stop here)
A2: Yes ——> Q2

Q2: you want only forums or extra functionality for your site?
A1: only forums ———> xenforo
A2: forum + extra functions ——> Q3

Q3: You want built in commerce function?
A1: Yes ———> invision community
A2: No ————-> Woltlab

Honorable mentions:

  • Vbulletin ———> use only if you have to (for example if you like the classic interface of it!)
  • Ubb thread ———-> use only to keep nostalgic feel of your ancient forum!

Notes:
- xenforo is good classic forum, but can be very feature rich with third party addons with their added cost.
  • invision has the best modern looking forums, but gradually focusing more on cloud hosting.
  • woltlab has the most polished third party apps store and the most expensive renewal cost in case you want to get all official addons..
  • Don’t forget to check and browse each forum software before deciding

There's also free options though, not just paid ones. (I use vBulletin and Woltlab for a couple of my forums yes, but I also use free scripts.) Free scripts can be good for those on a budget.

I wouldn't think any software other than Xenforo. I have used it on many forums and also on my own forums, and I am much familiar with this one.
