I use both Anchor CMS for its sincere simplicity in terms of design and typography as well as a great art-directed posts centred blogging platform and WordPress for its huge library of plugins and even themes which makes it a clear winner for many and it's a solid solution for nearly anything and not just blogs. Both CMS are easy to theme, but I find Anchor CMS easier if I were starting out with my first blog.
As for a SEO friendly CMS, I can only say WordPress since I haven't tried any other CMS on a live project. There are additional third-party plugins specifically made for WordPress that might improve SEO but really — WordPress is already doing a great job outside the box and those plugins are simply icing on the cake. Such plugins might even be overkill for what you need.
It's actually surprising for me to see many websites incorporating WordPress nowadays. I guess I got used to static websites powered by CuteNews back in the days. But then again, I mostly handled and visited various resource websites (templates, avatars, renders, among many others) and this kind of setup is pretty common in that niche.
