I found CSS to be the most easiest to learn. It's easier than HTML itself. But i won't consider both of them as a programming language though, as they more likely fall under scripting language.

Call me crazy, I found PHP easier than CSS.

lol. I do get that feel some times.

PHP is pretty straight forward, but CSS will sometime make you wonder why it doesn't show things as we wanted.

Probably. 😛 Although PHP requires logic too.
