Here's basically what went right into my head:
"Woah, cool, I like the style. Oh.. ads... Whatever. A shoutbox... Kinda cartoony and kinda ruins the general feel of elegance the style provided... Oh, thank goodness, a forum neatly divided into sections."
Layout: 9/10
The layout is perfect. Properly arranged sections. Though the poll section seemed kinda useless as a stand-alone object. (I personally think it should go with the fun zone). Other than that, the reason you didn't get a full 10 out of 10 is because your site has out of place objects like that shoutbox. I think it should be linked to another area. If you don't want to, try moving it to the bottom where it is less obtrusive and less distracting. Or at least find another one that looks a little more 'suitable' for your forum style.
Moderation/Administration: 5/10
A pretty average moderation/administration. When I review this section, I usually take a look at how professionally the administrators or mods approaches things. In your case, you don't have any rules, well, you HAD, but it has been deleted according to you...
Accessibility (features available & how many different topics are available): 6/10
Your site is quite general. It's an interesting place to be in otherwise. However, the shoutbox serves to be as a Chatroom instead. Which honestly beats the purpose of a Forum.
You have a Graphics section which would do better if it wasn't alone... You have an advertising section which is a little bit out of place or perhaps a gimmick to get members in your forum.
