Well I'm thinking of expanding my forum's layout a little bit.
Currently, this is what I have:

Important Stuff
-Announcements, Guidelines, Etc.
-Feedback Box
-Newbie Terminal
--Scenario 01: Interview

Main Discussion
-Gaming (24 topics, 44 posts)
-Japanimation and Manga (17 topics, 52 posts)

Off-Topic
-Social Gathering (5 topics, 19 posts)
-Talent Show (3 topics, 12 posts)

Underneath the "Talent Show" board, I've considered adding on a sub-board for discussing writing and stuff like that. I could keep it like it is, but I think it could get a little cluttered. My forum isn't really active, so maybe it's best to keep like it is.

I would only add them as you see fit. If a certain subject becomes prominent enough then I think that would warrant its own category.

I would keep it as it is. It's better to have as few forums as you can right now to make the place looke really active. Plus it makes the place look better when you have over 25 Topics in each forums than 9-10 here and there.

When you do have a lot of activity and topics, you can always create a new forum and just move all the related topics to there. It's a little bit of work to do, but at least that new forum look active.

Add them as you see the boards really full & active. You just get the feeling like a bit more space is going to be welcomed & populated easily. But adding & changing stuff is fantastic. Keeps the excitement in there.
