First off, popups like that will DRIVE YOUR TRAFFIC AWAY QUICK. Avoid these at all costs. You might as well shut down your site if you plan on adding this.

But to contribute to the topic, it's some sort of JavaScript thats all I know.

Internet Explorer has the view source option like any other browser, although Microsoft insist on hiding the feature like every other feature that they have in their programs.

Anyway, the code used on the site is like DavidL said from Dynamic Drive I think, although sites like Java Script Kit also has a load of others like it as well.
