What does COPPA stand for and is it recommended to enable?

I believe it stands for "Children's Online Privacy Protection Act", and it is recommended you have it enabled.

It really means people under the age of 13 aren't theoretically allowed on forums due to some content, and need parent's permissions. However, if you as the admin allow that child to join your forum, anything like vulgarity or things they learn is the responsibility of the owner and you can face charges if apprehended.
