Corrupt cops, half a@@ auto mechanics, the world is full of them. But is the motivation for being corrupt understandable? Well, myself, I'd be ashamed to be corrupt I think. What good is money when it's gotten wrongly?

Some bad work is due to weakness [not enough experience and/or bad management (above you) and/or bad customers] but other stuff gains less sympathy (being a thief, being half a@@ worker).
