I really do enjoy your forum software. Its nice and clean. I have a feature suggestion that hopefully you might be able to implement. Maybe you could make a cache system for CosmicBoards, to allow low bandwith users or low resource servers to be able to run it easier.

It only protects moderator and admin features from such attacks at the moment. It also does the same for the user control panel and login/logout.
Edit: Just tried this sort of attack to delete a test forum and it didn't do anything. It's probably still possible to pull it off on the forum, though, as no security is perfect.
The software is uses PHP 5.2.11 and MySQL 5.1.36. It probably works in earlier versions of both, though I haven't tested it on too many versions yet. PHP 5.3.0 will produce a few errors but it will work fine with it before I release.
It will be public when I make it downloadable. I expect alpha 3, the current version which I am working on, will be the final candidate before I make it downloadable.
