A VPS is also known as a "virtual server".
You pretty much have a whole server to yourself.
Except it's not a physical server, but rather a virtual space allocated to you.
This virtual space runs off a dedicated server.
People use VPSes when shared hosting no longer meets their requirements.
Others use VPSes to host websites and/or start their own hosting business.
I have also known people to use VPSes for developing purposes. 😉

In answer to the actual question, I have not actually ever needed a VPS so don't have any first hand experience of their VPS service, I have been impressed with HawkHost and their support and quality while FP has been hosted with them. They do offer VPS packages so they would be somewhere to keep in mind and someone I personally would consider if I ever ran a site that needed a VPS.
You can use shared hosting upto certain limit. Once your website/forum outgrow then you should look for something convenience for your website or forum because for shared hosting a lot of limitation set by hosting company to cater all other client requirements at same node. it's not like VPS you're a bit free to use some scripts or plugin but still have to follow the TOS... 😎
