It depends on your host. If you want to be able to hold a license to resell cpanel then yeah it costs.
 
If you just want to have CPanel as a control panel to manage your hosting account on a bigger hosting provider, it may be provided for free, included in your hosting package - or it may not.

If you want to use CPanel on your own server (a server or VPS you own completely, from the root account) in order to have an interface to easily manage your server and also provide hosting to other people, then you will need to pay for a license; there are also special cases where the dedicated server or VPs provider installs CPanel for you, but for a tax (that usually includes the price of the license).
If this last case applies to you, but you don't want to pay, you can use other server control panels like Webmin (if you don't want to provide hosting), or Kloxo (which is more like CPanel and also allows you to provide hosting). These control panels I listed here are just an example, they are the most common, but you can use whatever you like.

no, cpanel is not free, But some hosts offer it with their VPS/resellers for free and shared hosting cpanel is free, but if you want to buy it straight out then no, it is not.
 
Cpanel is not your only option though. I personally also like DirectAdmin as it uses less resources. Neither are free though.
